Mais contrairement aux touristes europ\u00e9ens, les migrants kosovars qui fuient la guerre n\u2019ont pas de moyens l\u00e9gaux pour arriver en Angleterre. Le tunnel et le Port de Calais deviennent donc des points de passage par lesquels les personnes exil\u00e9es tentent d&rsquo;atteindre la Grande Bretagne. Avant de passer en Angleterre, les migrants attendent dans le camp de Sangatte ouvert en 1999. <\/p>\n\n\n\n<p>Mais avec les attentats du 11 septembre 2001, la lutte contre l&rsquo;immigration associ\u00e9e, au terrorisme se durcit. Per\u00e7u par l&rsquo;Angleterre comme un \u00ab\u00a0r\u00e9servoir d&rsquo;immigrants clandestins\u00a0\u00bb, le camp de Sangatte, est ferm\u00e9 en 2002. <\/p>\n\n\n\n<p>La m\u00eame ann\u00e9e, la France et la Grande Bretagne signent les accords du Touquet, par lesquels les Britanniques d\u00e9l\u00e8guent la protection de leur fronti\u00e8re aux fran\u00e7ais. Le principe est simple : contre un financement britannique, la France emp\u00eache, par tous les moyens, les personnes exil\u00e9es de franchir la fronti\u00e8re.&nbsp;Les accords du Touquet ont \u00e9t\u00e9 compl\u00e9t\u00e9s depuis par de multiples arrangements, d\u00e9clarations, trait\u00e9s entre les deux pays : plus d&rsquo;argent, plus de barbel\u00e9s, plus de cam\u00e9ras. C\u2019est ce qu&rsquo;on a nomm\u00e9 la \u00ab\u00a0s\u00e9curisation\u00a0\u00bb.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1021\" height=\"1024\" src=\"https:\/\/ecoapres.esj-lille.net\/wp-content\/uploads\/2023\/06\/IMG-4437-1021x1024.jpg\" alt=\"\" class=\"wp-image-173\" srcset=\"https:\/\/ecoapres.fr\/wp-content\/uploads\/2023\/06\/IMG-4437-1021x1024.jpg 1021w, https:\/\/ecoapres.fr\/wp-content\/uploads\/2023\/06\/IMG-4437-300x300.jpg 300w, https:\/\/ecoapres.fr\/wp-content\/uploads\/2023\/06\/IMG-4437-150x150.jpg 150w, https:\/\/ecoapres.fr\/wp-content\/uploads\/2023\/06\/IMG-4437-768x770.jpg 768w, https:\/\/ecoapres.fr\/wp-content\/uploads\/2023\/06\/IMG-4437.jpg 1170w\" sizes=\"auto, (max-width: 1021px) 100vw, 1021px\" \/><\/figure>\n\n\n\n<p>20 ans apr\u00e8s les accords du Touquet, le r\u00e9sultat de la \u00ab\u00a0s\u00e9curisation\u00a0\u00bb c&rsquo;est que les<em> small boats<\/em> n&rsquo;ont jamais \u00e9t\u00e9 aussi nombreux. Le nombre de personnes ayant atteint les c\u00f4tes anglaises par bateaux de fortune a \u00e9t\u00e9 multipli\u00e9 par 150 entre 2018 et 2022.  Ces travers\u00e9es peuvent \u00eatre mortelles, comme lors du naufrage du 24 novembre 2021, au cours duquel 27 personnes ont perdu la vie.
